What file did you move? What is the *it* that did the deleting?
I'm not sure I understand what you're saying. Are you using any specific programs?

File "moving" doesn't delete things. Taking stuff out of your library doesn't delete things either.
Try explaining again, this time with a LOT more detail about the machine, the OS, the programs you were using and SPECIFICALLY what you did, and we'll see what we can do for you.

ok, I was trying to delete a printer folder but , i think i moved my library folder to the trash and all my extentions and my files were erased because i selected empty.I am using tiger 10.4 macos and when i bought the computer all the software was already install like final cut pro, cs3, ect. so basicaly it is saying the the license has expired or stopped working. The thing is that i see the folder but its content is not there and i am trying to restore it , so how do i find a third-party software that will help with this problem.

Hmm, that is a problem. By "Library" do you mean your user's home directory? Or the Library folder inside your user's home directory? Or the Library folder at the root level of your hard drive?
In either case, Final Cut Pro, CS3 and so on wouldn't normally be pre-installed on a Mac. If you bought this with someone else's licensed software installed on it, and they didn't give you the serial numbers and installation media, then it's pretty unlikely you're going to get that stuff working again.
When the trash is "emptied" the data is typically not immediately destroyed but rather the information about where it is stored on your drive is deleted. This is how file recovery programs can work - they scan your drive looking for deleted files. However, as you use your computer and time goes on, chances of recovering this hidden "deleted" data becomes less and less likely because your computer continuously writes new data all over the newly opened space on your hard drive.
That being said, you might want to give one of these a try:
They all more or less present you with a list of files they
think they can recover. It is up to you to know what exactly it is you're looking for

If I understand the issue correctly, you probably accidentally erased the User/Library folder or possibly the /Library folder.
If that's the case, the system would have automatically created a new one that is reset to defaults, which is why you're seeing one but its not "working" as you want.
Good news and bad news: the good news is that your documents and files created by your programs should not have been affected, since neither Library folder contains that stuff. All you've lost is the support files, preferences and licenses. Doing what's called an "Archive and Install" from system discs will get most of this back, particularly if you had a backup (which would recover third party apps and support files).
The bad news is that all your third-party software will no longer function. You'll need to either reinstall, buy, or discard those programs. All the programs that Apple normally supplies with that machine should be put back to rights by the archive & install procedure from the system discs that came with your machine.
If you weren't supplied with those, the seller owes you some discs.
