You can change your computer's IP address within your own network by going to System Preferences -> Network, selecting your port, clicking Advanced, and choosing "Using DHCP with manual address" under the TCP/IP tab.
As far as your IP address on the global internet, you'll have to contact your ISP to request this.

I contacted Mac, & they have told me the same thing. Not sure I want to, but now know what to do. I have someone else with a laptop they use here in the house sometimes.
