How do I transfer my iTunes Library?

I'm looking to transfer my entire iTunes Library (playlists, play counts, etc) which is on my desktop computer, onto my laptop.
I have an external hard drive to transfer te actual files, but I'd like to use the same playlists from my desktop. Anybody know how I can do this?

Are both systems in question Macs? If so, the answer is incredibly easy and simple. Drag the Music folder in your user's Home folder into your hard drive. Then, drag it back into the same location on your other computer.

If you're on a PCs it might be an entirely different matter.
I am now telling the computer exactly what it can do.

They're both PCs.
