Hermes II BBS external program - Expressions 2.1

Expression v2.1 : 5k+:Expression v2.1 by Delphic Software
This version of Expression fixes a bug that most of you
probably didn't see. The bug was in the SL checking
routine where Expression wouldn't let users with the
cutoff SL to add Expressions.
